What does it mean if a mom doesnt wish u well

Maybe no one wished her well so she doesn’t know to do it with her kids but I’m sure inside she does

It's nothing. Wishing doesn't make it so. We all could be wishing to win the lottery and it won't happen.
Better thing to do than wishing you well is to train you up so you know how to do well in life.
