Is this shady about my cousin?

He owns his own business and has money. Last year when he came to my state to visit us, I had just lost my job and didn't have a lot of money. He kept bumming cigarettes off of me, then when he wanted to go out to the bar and play pool I told him I would if he paid because I don't have any money. And I didn't feel bad asking because a few years before that for some reason I had to pay his tab, so he always joked that he owed me next time we went out. Then my daughter and her husband and my uncle joined us as well. My uncle paid for his own, but my cousin walked out and never even paid our tab my daughter had to pay it
