why is my apt bldg locking up all the bathrms downstairs and how can it be stopped?

I've been living in this apt bldg for over a yr now, they lock up the bathrms downstairs all the time, I cant even hang out in the community room and watch TV or hang out with other people in the bldg cause of no bathrms to use, sure, I can go upstairs but that bldg has 21 floors and it can take a while to go upstairs and what if you really had to go, its lonely cause I cant hang out with people there like I wanted to, if they have some kind of meetings they will open them but close them after that, I've had kidney issues and I'm prediabetic and that can make me go more often sometimes, I've had issues in the past where one time when I lived in another apt bldg I ate out and then as I walked in the bldg I started to get sick like I was going to throw up so I went and used the bathroom in the lobby cause I didn't have the time to go upstairs. what if I ever had this happen again, where do I throw up if I cant do it in the toilet, I suppose I could use a trash can but still, what if I had an emergency? I heard people were doing weird stuff like putting poop all over the walls and that's why they closed them, I think they should kick those people out, what if I'm waiting for a ride and really needed to go but didn't have the time to go upstairs? or I could miss my ride, isn't it illegal to lock them up like that? I once reported it to code enforcement but it didn't seem to work, who can I report that to where they wouldn't find out I did it?
