Could this whole pandemic situation have been prevented somehow?

Or was it just inevitable? Maybe the virus couldn't have been stopped completely, but what I am wondering is if the threat could have at least been [b]slowed down[/b] before it became worse and worse.

In hindsight repatriating people from Wuhan was a huge mistake.And no other pandemic has been managed like this one.Others have just been allowed to take their course with infected people quarantined.But this one-lockdowns are just ensuring it will never go away.
