Duct tape their fingers in a way that restricts their individual digit movements. Maybe tape 2 fingers together, then tape 2 pairs of fingers + thumbs together (think fish fin covered with duct tapes.)
Then, I’d tape both arms behind and into a steel chair. Tape the biceps and forearms to the chair as tight as possible to prevent wiggling their way out. As a precaution, put their duct taped fins in handcuffs. Wrap their whole body and arms with a few layers of duct tape. Then, lastly tape their legs to the chair’s legs.
Put a sock in their mouth, and then duct tape that up. No screaming.

@SW-User does sound very secure! Definitely wouldn't be able to get free lol let alone move. I'd rather be wrapped up with cling wrap personally, duct tape would hurt when it gets pulled off.
