How would you tie up someone to make sure that they couldn't get free?

Duct tape their fingers in a way that restricts their individual digit movements. Maybe tape 2 fingers together, then tape 2 pairs of fingers + thumbs together (think fish fin covered with duct tapes.)

Then, I’d tape both arms behind and into a steel chair. Tape the biceps and forearms to the chair as tight as possible to prevent wiggling their way out. As a precaution, put their duct taped fins in handcuffs. Wrap their whole body and arms with a few layers of duct tape. Then, lastly tape their legs to the chair’s legs.

Put a sock in their mouth, and then duct tape that up. No screaming.

That’s how I would do it.

I'd put a sleeping puppy on their lap.

It’s been a long time since Girl Scouts so I’d probably use zip ties.
