Not only weird but a HUGE red flag as well.

I met a man briefly in a pub who told me we were going for a drink tomorrow and thrust his business card into my hand. I put the card in the bin. A week later i saw him and he was very angry that I hadn't shown up and demanded i explain why?

Dating or otherwise, yes. I've encountered people (mostly guys) many times who come on too strong, too soon, even when it's not a dating relationship. Some of them got stalkerish - calling my house, showing up everywhere I went on college campus....We tend to think it can only happen with a relationship gone bad, but I've had more trouble with acquaintances and strangers.

It does yes, though... I have met again and again and again that guy just because we were hanging out in same circles, and after the initial turn off that really put me off for months, circumstances changed and I liked him. We ended up being together and we stayed together for 3 years..

Yeah, desperation is unattractive.

It’s scary to me.

It sends me straight to a compulsion to push away and run mode. I don't know who that would have to be for me to not react that way.

Yeah. It slows lack of control and ability to delay gratification. Those kinds of people tend to get angry or even violent if that don't get what they want exactly when they want it. So yeah it's a big red flag.
