Does “no comment” usually mean you have something to say but can't?

It can mean that I know something, but I cannot tell it without betraying a confidence. Or it can mean that my honest answer would hart someone or cause an argument that I'm not prepared to fight. It might even mean that I don't have a clue how to answer the question and don't want to look as stupid as I am.
