Does “no comment” usually mean you have something to say but can't?

I think of it as being

• a way to respond without giving out information; thus, acknowledging the questioner & question while shutting down a conversation/interview; or

• a way to stop interviews for "now", esp. before you've had time to think about whatever it is, consult with an attorney/counselor/friend/other involved party, etc.

It can mean that I know something, but I cannot tell it without betraying a confidence. Or it can mean that my honest answer would hart someone or cause an argument that I'm not prepared to fight. It might even mean that I don't have a clue how to answer the question and don't want to look as stupid as I am.

Most often I have plenty to say, but no words to put it into. I rarely use it to indicate I have no thoughts about it or because the words are not appropriate.

For us it usually means we have something to say but don't because we know it's correct but the other party will get inflamed. It's a defusing mechanism.

Not necessarily, it could mean there is something you want to say but either don't want to be inappropriate, mean, sound rude, or could be someone who didn't know what to say and they didn't want to sound stupid so they said no comment..
