It depends on the person. If someone's a slave to their fetish it can be used to manipulate them in which case yes, that'd be weakness. Most just know what they like but it's not all they are.

A fetish is fine, it's only a problem when it becomes all-consuming and the only thing someone ever talks or thinks about. At that point it's developed into an obsession, and those are never healthy.

A paraphilic fetish disorders is recurrent, intense, sexually arousing fantasies, urges, or behaviors that involve inanimate objects, or suffering or humiliation of oneself. The pattern of sexual arousal often acquires symbolic and conditioning elements (eg, a fetish symbolizes the object of arousal and may have been accidentally accidentally associated with sexual curiosity, desire, and excitement). It results in an altered arousal pattern.
Fetishism itself is a form of paraphilia, but most people who have fetishism do not meet the clinical criteria for a paraphilic disorder, to be classified as a paraphilic disorder it requires that the person's behavior, fantasies, or intense urges result in clinically significant distress or functional impairment. The condition must also have been present for ≥ 6 months.
There are many fetishes; common fetishes include aprons, shoes, leather or latex items, and women’s underclothing. Everyone has a fetish, most just don't admit to it, it's the emotionally strong ones that can talk about their fetish, the weak hide it because they've been shamed by other weak people.
