@swirlie So are you implying that a person and/or a business or government entity is to 'blame' for the deaths of the adults and kids in the flood event? We've had big flood emergencies here in Oz but never has one single person or entity been deemed the responsible party made to bear all the legal fault.

No, not implying anything. What I am stating however is that a flash flood on that river was totally predictable because flash flooding is what that river is best known for. AND the extreme weather that was occurring prior to the flood could only end with the outcome that prevailed. None of this is rocket science.
