Time would be better spent cracking down on single use plastics for a start. Or at least get them to convert to HDPE and stop securing bottle caps to bottles - which are easier for entrepreneurs to recycle into something new in their kitchen/garage.

That alone probably explains why the number of bottles put in the trash is much higher than the number of caps... people collect caps to send off to people to be reused. The bottles are a different plastic and could be more dangerous to recycle using household items.
