Fly tipping can be a problem where I live.
The last person prosecuted was someone charging people in the city to take away their waste, then he was dumping it in the woods. He got a fine and a suspended sentence.

@AdmiralPrune Fly-tipping is becoming a serious proble, with organised gangs behind it.
The person who hires them is legally required to ensure the collector is registered to do so, but it may be very difficult for an ordinary householder to prove the probity of a fancy bit of paper and someone whose only contact is a portable telephone number.
The land-owner too is responsible for clearing the mess, whether it's on private property or council-owned. In the latter case, this means the Council Tax-payers are funding it.
A fine and suspended sentence is not enough for fly-tipping. The mininum should be very heavy fines, full clearance and legal cost, seizure and destruction of the vehicle used and loss of driving-licence (if the driver has one of course!) for a minimum of ten years.
Theoretically it ought be possible to trace anyone even from a basic portable 'phone number by making the phone sellers / service-providers record buyers' identities so if the instrument is linked to criminal activity such as fly-tipping, it gives a better chance of tracing the individual.
