The amount of time for a pool to heat to air temperature is far greater than the time the day spends uncomfortably hot.
A pool in the middle of summer in Arizona is going to be significantly warmer than a pool in Minnesota at the same time of year.
and besides that, anything cooler than body temperature will always feel cold.
