Yes, there's a setting where you can chose not to have friends request.. then the friends request button isn't even on the profile for the ones who chose that option.

i know someone like that, i found out cause shes rarely on facebook so she probably never had that function of adding yet, i dont think it has anything to do with me, noone can add her

They have their setting set to where they don't accept requests.. I never understood that.

if there is option of sending them request then they can't have any settings to avoid your request

Depends on their settings. Sometimes they say add no one, friend of friends or everyone.
