What do you do when you go to shake someone's hand and they don't shake back?
It's happened to me a couple of times now and I'm not sure whether or not I should tell them to shake my hand

The wife of one of my cousins would not shake hands. It had to do with a specific religion. Her husband would shake hands and was very friendly.
