Girls who are immodest in the locker room

Why do some girls change from their sports bra to their regular bra in the locker room, and not cover their boobs while doing so? I find it so annoying. Aren't they embarrassed? Do they not have any shame at all?

I find it slutty. I didn't go to school to see other girl's boobs.

It’s normal to get a wet sweaty bra off as soon as possible - it’s a locker room for heaven sake. Maybe you should just quit looking if you feel that way.
