How do I stop my kilt from blowing up in the wind?

Ever since childhood I have been very conscious of the windy weather in case of embarrassing situations as it's always blowing my clothes and my hair around, I have been taken completely by surprise when I felt a sudden blast, resulting with my top blowing wide open, exposing me to the elements and making me feel vulnerable.

Well, proper tartan is heavy fabric to start with.
You can starch it, which helps alot - but then the beautiful fabric loses its flow.

My mum mentioned a product that they used in thr bottom hem of curtains to make them hang well:
Lead cording....
You can wash it fine, but it's best if it dries fast.

I think it comes in different weights/thicknesses.

Stop worrying about it; if it's really blowy, people will be more bothered about keeping their own balance.
