Co-worker tried to cheat

We have a monthly weight loss and like everyone puts $$$$ in and the biggest loser, in weight, gets all the money.
Now this time round it was heck of a lot of money but one guy claimed it as he lost a lot but did it before the late shift workers finished.
He pocked well over $200 that month and at 19:30 was eating pizza, and guzzling candy and soda to celebrate.
After he finished that he got up to leave and take the money, but one guy was like wait. There is one person in the weight loss competition on the late shift and they don't finish for 1/2 hr. He was like "huh? They are no longer in it, I've spoken to them" and went to leave. That guy then said "fine" have a another slice of pizza, whilst he was eating that he went out to speak to that person he thought was in the comp. they told him the guy guzzling the pizza said there was a rule change and the final way in was now 7:00 and not 7:45 pm
He rang back at 7:44 and told him to get back on the scales and the guy is like "come on I've eaten like two whole pizzas and candies you can't make me weigh myself now right? "Yup" he said "get you ass on the scales".
Not only did he have to give the $200 back but he had to shell out for the weight he put on.

Surely he would have waited 45 minutes had he known of said “rule change”.

@Spoiledbrat There was no rule change, he just lied to the person on the late shift.
