Do you scratch your privates in public when everybody is looking ?

My brother does that all the time.. It is embarrassing when out with him.. He just puts his hands down his pants and goes to town... I tell him all the time to use baby powder and wear underwear.. He could be having a conversation with someone and hes scratching away.. Several times I just walked away.. I don't think he even realizes hes doing it..
