It has happened to me, yeah. Never really badly when I have heavy sunscreen on, but have still ended up with minor burns.
Vinegar is your friend if you can get it on before the burn sets in, will dramatically reduce the severity of the burn. One of the major catalysts of sunburn is the destruction of acetic acid in your skin, which is what makes vinegar vinegar. So if you can directly replace it you can speed along healing considerably.
