Hmm, I don't think there is any nice way to do it, or rather it can be perceived as nice.
Rejection usually stings and different people react differently to it.
Best to just be straightforward and firm.

In the past i just ignored their calls & messages & avoided them. That usually gets the point across for me. But if they keep bugging me, i'll def be annoyed enough to turn them down in a mean way.
