Someone will have to start manufacturing a brick phone that still works now that the 1G network is dismantled. Also how are they going to use the school's apps without an app enabled phone? Perhaps simply turning it off when not needed for school is enough.

@NerdyPotato The problem is that schools aren't really blanket enforcing their own rules on mobile phones.
Where they are confiscated, they aren't always stored in a secure location, so they get stolen.
As for the part about schools' apps... some children can't even get to school without using a smart phone to access an app to scan a QR code just to get on the bus every morning. We might have gone card free, but it wasn't to the benefit of education itself.
