how i deal with my teenager cousin?

He is 13 but he is getting himself into some stuff in the internet like the dark web and drugs and hackering. it's disturbing really. He hacked many accounts and his parents are not even aware of what he is doing in the internet.
PS: they give so much freedom cause he's battling cancer, but still once he gets better things are not going to be pretty.
Any advice?

At 13, he's his parents responsibility. If he survives the cancer, which I'm sure we all sincerely hope he will, he will take on the responsibility himself when he becomes an adult legally. As you are young yourself, he might listen to you rather than his parents. Otherwise, as keepitsimple said, you could speak with his parents, who perhaps actually aren't that bothered or as concerned as you. If that doesn't work I fear you will be watching the beginning of a tragic personal life.

@Frank52 I know right, he once bought something very expensive using his father's card. They got into this big fight and his Dad took all electronic devises. But then he gave them back the next day. I think they can't really stop him from using it.
And I can't watch him waste his life like that because frankly, I'm sure it's gonna be worse if he keeps diving into this.

@JustChill when my son stole I drove him to the police station. When he hacked some people conning people out of money using a pretend charity and exposed them I said "don't worry about it"

There has to be limits. Limits are not always black and white.

@KaiserSolze I think we're agreed on the last statement and I'm pleased that his ability to hack goes with a sense of justice. Sounds like you had him sorted in a firm but caring way.

@Frank52 Yea, being banned from Xbox for making and selling game mods upset him more than anything. He still uses Xbox but he's got into Forex now like it's a game where he just pays £5 to pay every month and makes money out of it. He's not stupid. He works a manual job that uses his body and his mind, he pays his bills.

Also regarding the school, if they don't have a computer teacher that can't stop a child from crashing the system then they need to improve their knowledge or get a new teacher.

I just don't think it's all bad when children experiment in this way in life.
