The biggest priority in their lives, is that they can somehow call themselves, "victims". These are just poorly raised children who became poorly behaved adults. @MrBrownstone or maybe it wasn't a massive fuck up. Maybe the those agencies that ought to have prevented it were saying "yeah we've had enough of this way the US government controls its people" The guy who saved Reagan is to blame of course. That was the pivotal moment. Maybe he realised his error and helped out or spread the word and the security services and the army are actually on the side of the American people and not its grey suits.

Now that's a conspiracy theory.
