But why hold people in present responsible for what their forefathers did? How is this segregation and racial hate going to make it better?

That depends on the time period your are talking about, black people have been packed in slave ships, Latinos before they were even Latinos were wiped out by white people disease and weapons because they wanted their gold. Not all people are bad but some are, including some of the ones who think of themselves as victims.
