I'd look at the message's technical source, if that 'phone and ISP allow it....

I do not know who is James Talarico but the message looks like a phishing attempt, certainly nothing genuine. It should NOT be answered, nor be reported to Google as "safe".

Why does Google not ask for UN-safe messages?

The sender would not and does not need, know (nor care) about the recipient's family; there is no "drag show". Messages like those are written by criminals then released by automatic posting in vast swarms across the Internet.

If Mr. Talarico is a politician it may be a very unsubtle and frankly foolish attempt to undermine his reputation or campaigning

Best forwarded to the relevant fraud-reporting offices, blocked and deleted.
@ArishMell It's automatically marked it as UNsafe... it's basically asking if it's correct in its determination.

Just because it's been reported as "Spam" often enough, it doesn't mean that you don't have the chance to say "No, this is not spam to me... send it to my inbox, please".

@HootyTheNightOwl True.

My computer sends about half the fraud or phishing attempts straight into "Spam" (along with a few genuine messages); but other false messages are designed not to trigger the filter.

Examining the latter using (on my system) "View Source", they seem safe; but the give-away is usually a peculiar sending name or multi-stage route.

I've also had messages from names and domains I've blocked, suggesting the criminals have found ways to bypass the block.

I don't send messages in the open list into "Spam" but deal with them where they are.

They`ll stop at nothing. Makes me think of the Nazi propaganda.
@Degbeme Nazis on steroids.
