If Covid-19 spikes again, could the population handle another lockdown?

I heard some areas are still locked down.

People have had it. Quarantine for months...an intermission in June for protests & riots, and Now Quarantines again. The summer has been ruined if that happens and everything that makes people happy or is cultural was cancelled.
