2000 calories is the appropriate limit for an average to short woman, around 30, not pregnant, and with limited activity day-to-day. It was determined to be 2000 primarily because the FDA was pressured by their research base, men and women that GROSSLY underestimated how many calories they consumed. You should look up calculators (try at least two to three, they're all close) to determine how much you should consume to maintain your weight, build mass, or lose weight.

BONUS: the calories you consume may not be fully processed. If you were to eat something with 100 calories, you may only get 90. Why? Tons of factors, from different parts of your personal digestive track (people with, say, IBS or Crohn's don't digest properly) to your stress level. More stress = poorer digestion, but also increased fat storage.

And BMI was never intended as a measure of health. It doesn't work with people who are highly muscular, or anyone who isn't northern European.
