@dirge Washington DC, however, does have a large river and 536 nationally elected politicians. I propose we try the dunking policy among this small select group and see how it goes!
P.S. most state capitals are beside bodies of water, so the step to statewide politicians is clear. Carson City, Nevada & Helena, Montana are "dry" capitals; perhaps a swimming pool can be used in those places!
