Oh, I think the opposite! What you'd have is an increase in tension, not a lack of tension. This is because the US would never in a hundred years agree to work as one military entity for global peace. The USA is not peaceful Nation at its core, nor has the US ever advocated for global peace.
Therefore, unless the EU agrees to let the US military be in charge of everything combined, you'd never see the US government agreeing to merge and share all those combined military assets in that chart of their own volition.
That is precisely why the USA is being left behind on the global stage as each world nation prepares itself for it's own self-defense, which was caused by the US demonstrating to the world that it is no longer a reliable military ally, nor can the US government be trusted with anything they ever get involved in.
