I think that's mainly because the US President is Putin's pawn.

Also because the USA didn't want to put their soldiers in the way and the US military industry wanted a war to test their weapons without risking their people.

We have to remember that the USA has lost ever war it ever started in the last 213 years. The US military has the hardware and the technology behind it, but it doesn't have the fighting and winning 'smarts' to go with it. History has proven that fact over and over again.
