Trump is ultimately responsible.

Trump blamed every mass shooting that happened during Biden's term on Biden, and as president Trump has the ultimate authority to make and implement laws for gun control, but Trump is 'mates' with the NRA so that would be anti-Project-2025.

Americans are responsible. They haven't put the guns out of reach. They're also not ready for public transportation or public housing. So no sympathy!
