When I look at the United States congress all I see are bratty little kids fighting on the playground.

The bodies are bigger but not the maturity levels

Spot on. And similar in other public realms such as business. Bullies and narcissists form their ideas and values in the school yard. Unfortunately some of them never truly leave it.
