Remnants of the IRGC and forces still loyal to the ayatollahs will have to have enough incentive to cross to the other side. Right now that other side is prince Reza Pahlavi, but it'll take more than the current amount of incentive that's driving only a portion of them currently defecting and abandoning the IRCG.
