This method is a new one on me

A Western Australian shire says it is willing to clear land outside of town so youths who steal cars can go there and hoon until they run out of petrol.
The police want the thieves to hoon outside of town instead of terrorising the town folk.
I suppose periodically the police will turn up and arrest the culprits.
