Litterers get sent to gulag
@Longpatrol No... no... no... don't say that! Someone else posted this question a bit ago and I was the first to answer. I said, "The gulag"... and then he deleted the post. It was just a quip! I feel bad so I re-posted the question for him.

@DffrntDrmmr I'm not sure why it's so clean. In Singapore we have an army of cleaners hitting the streets at 6am to sweep everything, in Japan the people themselves live by a common code that makes them take care of their environment from the time they are young.

I feel that Muscovites probably have a combination of the two, memories of what the city was like on the early 90's probably plays a part in ensuring people preserve it's cleanliness.
@Longpatrol Great answer. Singapore, of course, is perhaps the model city!

@DffrntDrmmr True but it's partly artificial. I wish my folk had the mindset of the Japanese in keeping the city clean instead of relying on cleaners.
@Longpatrol The Japanese are a wonderful people and culture. I'd love to visit.

Singapore is reknowned for modernity and efficiency. Even if well-managed, some of those Japanese traits must be in common.

@DffrntDrmmr I hope so!
