a political ideology centred on citizenship in a state and emphasise on self rule to Conservatism?

I think the sea change took place with Reagan, the rise of the Christian Coalition in government and the ending of the Fairness Doctrine which was led by Republicans. All the fuel was there and the internet was the match.
