The question would still boil down to money. Who pays for the military to come out and help? The state? The Federal Government? If the federal government had the extra money they could just hire more secret service personnel. Activating the National Guard for something like this is something some states may not be able to afford. A lot of states are still trying to recover their budgets from activating the guard for all the riots a couple of years ago.

@djjohnson SS says that they have a LOT of money, and they don't NEED more money. They just need competent personnel, and they can't recruit them fast enough.
