Why if us hasn't drafted in 40 years must men sign up for it

My step dad just reminded my husband he has to look into religious waiver for selective service. He'll be 18 soon and as Mennonites we are pacifists. Why do They even have a draft still

There isn't it's selective service in case there is a draft in the future. They make every male sign up for it at 18 if not they end up doing something idk what exactly it is.
