Artic says it all. Has everything to do with cold tolerance and nothing to do with strength.
My half brother once refused to go to such a Radar site back in the 60s. Too cold all the time was the reason for the refusal. There was literally no labor to the job even.

@GerOttman Wrong terminology. Too easy to confuse. Tolerance is by far more accurate.
