In my book series magic is useful but comes at a cost and isn’t unlimited. It’s no different than exercising, use to much of it to fast and you exhaust yourself. It’s more a science than some force that does whatever you want it to.
There probably would be laws to only use it for good, like guns. Though that wouldn't entirely stop it from being used for evil, like guns.

@NerdyPotato I like the idea of unregulated magic. Like, there is really only social mores and contracts that regulate it. Sure, you can be an evil warlock. Magic isn't the issue. Magic is neutral. Your intentions are the problem.
@FoxyQueen that's an interesting way to look at it. In an ideal world I'd like that too. In our current world, I rather depend on law and proper enforcement of that than on people's morality though.
