Why is CNC the same as Bdsm I don’t get it it’s not painful like bdsm ?

BDSM isn't all pain.

Sadism is about GIVING it (as one's turn-on), and
Masochism is about RECEIVING it (again, as one's turn-on).

But Bondage and Domination are more about control. Binding or being bound can be a turn-on, just as Domination or submission can be.

BDSM is a big umbrella that lots of things fall under that aren’t necessarily related 🤷‍♀️

CNC is part-n-parcel with BDSM and is the first step necessary before a BDSM experience can occur. It is implied consent.

It’s not about “how painful”, it’s about power exchange with top and bottom roles being played. CNC is just another version of that. Even some more traditional BDSM fantasies and scenarios can be of a CNC nature.
