Mecical agencies call them world health emergencies now when they mean they want world help to tackle them. IMO. More often than not these diseases are no danger to the majority of the world. Western countries have the medicine to prevent or survive the disease. Poor countries survive because none are rich enough to travel significant distances to infect others. So it's not a global emergency, its a local area problem at best. In fact if air travel was cut off from the said country, then it would stay there.
