Because often times the juvenile jails are ill-famed places, where youngster could fall into bad habits, I am sure for non-repetitive minor offences judicial cps could be a better solution. I am not a supporter of public whipping, but if someone stole from or assaulted another person, the victim must witnessed the punishment. Once the verdict pronounced, they both must be present at an appointed hour and place (a police station, for example) where a trained officer will inflict the sentence according a default procedure (medical assistance, the receiver's denudation and the attachement to the punishment device, inflicting the hits with the prescribed force and time intervals, recover assistance). All those should be effective so the youngster not to be tempted to repeat the offence. Both gendre could benefit from cps so they take care not to repeat their bad deeds.
