How do you access your Google account when your phone is broken and you've forgotten the password?

My husband can't remember his Google password. He wants to setup his Gmail on his new phone. He dropped his old phone in the water while fishing. Now it only shows the lock screen and unlocking it doesn't work because the touch screen doesn't respond. How does he recover or reset his password if he can't access his old phone? He's logged in to Google on the desktop but it still wants to send options to reset his password to his old phone.
