My take? I bet that Trump remembered all those dirty dealings with the middle east for god knows what and then changed his mind. It sounds like he didn't want to say it outright for fear of offending the rich monarchs over there.

Usually when people do that, (doubling back in the span of five minutes,) they do it because they're remembering a conversation they had that made them change their mind in the moment.
