Obstruction of Justice is the worst punishable crime unless collusion with Russians was proven to be treason. Intent is a crime but its less than obstruction and treason. Relying on others isn't a crime as far as I know.

The Russia nonsense is about the only thing he is not guilty of and it was bogus to begin with. Obstruction is not a surprise since he has so many skeletons in his closet there is no way he would welcome any investigation.
