Well. The thing is we always "nation build" not "state build". That's because special military industrial interests make more money nation building. Nation building just requires selling weapons to people and declaring one is on the right side. State building requires actually help building political coalitions on the ground and identifying real political, social, and economic needs and interests. There's no money. And you don't get what you want. You get what is real.
