@Xuan12 If it has been on the back burner for 10 years that signals to me that there are other reasons why it has not been acted on or acted on very slowly. You hopefully know as well as I do that the US Giov does not turn on a dime - and the bigger the issue the wider turn.

@MarineBob They do - seems like there is plenty of work to go around for these types of folks in Texas. That state has more illegal immigrants per population than California - and these fellows are even legal.
