Hmmmm, I am working with a hiring manager and was suggested to reject an applicant because they are too senior

I'm in two minds about this. This person has clearly worked in higher positions and this would be a step down, but that's their choice. They bring the skills, maybe pretty soon they'll want a different position but we still benefit from that.

That makes little sense. They are willing to step down, they have the skills, they should be considered for the role.

@OrionInTheNight absolutely, but it’s been a thing for a long time. And maybe it’s not an age thing but a position thing.
